Educated Unemployed Youth and Migration from North Eastern Region:
A Case Study of Migrants from Ukhrul District to Delhi

Abstract: The study began with
reviewing the concepts, definitions and literatures on employment,
unemployment, youth, educated and migrants. It is followed by analysing the
pattern and trend of work force participation rates based on census for
all-ages and youth (15-29). A similar analysis is done for sector-wise
distribution of workers for all-ages based on census and NSS data, and for
youth (15-29) and non-youth (30 plus) based on census. Further, the pattern and
trend of unemployed persons among the non-workers and marginal workers based on
census for all-ages and youth are analysed. It also examines youth’s
unemployment rates based on census and NSS. Unemployment rates among the
educated based on census for all-ages and youth are analysed. A similar
estimates of unemployment rates among the educated for persons 15 and above age
based on NSS are also discussed.
Furthermore, based on
census data, the pattern and trend of migration from NER to the rest of the
country for all-ages is analysed. It includes the ratios of migrants from the
region to the rest of the country and region’s population; reasons (such as
employment, education and others) for migration; and streams of migration. A
similar analyses is done for migrants from NER to Delhi (NCT) covering the
ratios of migrants from NER to Delhi and population of NER for all-ages and
youth; migrants from NER to Delhi and total migrants to Delhi for all-ages;
youth migrants to Delhi and total migrants to Delhi; and migrants from NE
states and migrants from NER for all-ages and youth. It also examines the ratios
of reasons for migration for migrants from NER to Delhi for all-ages; and
streams of migration for all-ages and youth.
Base on census data, a
brief socio-economic characteristic like population, literacy rates, sex ratio,
workforce participation rates, unemployment rates, sector-wise distribution of
workers, etc. of Ukhrul district are highlighted. It is followed by an analysis
of socio-economic characteristics such as family backgrounds, educational
status, employment and unemployment status, migration and related issues,
social adjustment problems, etc. for migrants from Ukhrul district to Delhi
(NCT) based on primary data. In the end a conclusion is drawn along with some
recommendations.
